Mrs. Sheila Ann (Carter) Robinson was born October 10, 1960 in Springfield Massachusetts. The daughter of the late Rudolph Carter and State Representative Annette Carter. Sheila departed this life on Sunday February 10, 2013 at St. Francis Hospital, Hartford, Connecticut. At West Virginia State College, Sheila met and married her partner for life Alaric V.
